The following narrative outlines the planned utilization of Proposition 28 funds for the 23-24 and 2024-2025 fiscal years. It provides a detailed description of how these funds will be allocated to enhance arts education programs, support innovative pathways, and ensure the sustainability of high-quality, impactful initiatives for students across our schools.

Fiscal Year 2023-24
Summary
On November 8, 2022, California voters approved Proposition 28: The Arts and Music in Schools (AMS) Funding Guarantee and Accountability Act. The measure required the state to establish a new, ongoing program supporting arts instruction in schools beginning in 2023–24.
The legislation allocates 1 percent of the kindergarten through grade twelve (K–12) portion of the Proposition 98 funding guarantee provided in the prior fiscal year, excluding funding appropriated for the AMS education program. Local educational agencies (LEAs) with 500 or more students are required to ensure that at least 80 percent of AMS funds to be expended are used to employ certificated or classified employees to provide arts education program instruction. The remaining funds must be used for training, supplies and materials, and arts educational partnership programs, with no more than 1 percent of funds received to be used for an LEA’s administrative expenses.
The attached reports are required annually for the Board to approve with the following
information for each school:
- The number of full-time equivalent teachers, classified personnel, and teaching aides
- The number of pupils served
- The number of school sites providing arts education programs with AMS funds

Educational Options/ Central Bay
2024-25 Proposition 28 FY Plan Summary
With Proposition 28 funding, students at the four Elementary Sites will have access to enriching art and coding education classes twice a week. Staffing consists of 7.2 art/coding teachers that work in 2 teams across partnering elementary school sites. These classes are designed to foster creative thinking, problem-solving, and innovation—essential skills for 21st-century learning. Through hands-on art projects, students will explore self-expression and critical analysis, while coding lessons will introduce them to computational thinking and digital literacy. Together, these programs provide a well-rounded educational experience, empowering students to thrive in a rapidly evolving world.
Early Learning will partner with Activity Hero to bring engaging art and music programming to the students in all nine of our preschool programs. They will provide both the instructors and the necessary materials for the sessions. Each preschool class will receive 30 minutes of direct instruction in music and art once a week for 20 weeks. To support continued exploration, we will use the material funds to purchase supplies that align with the lessons, allowing students to extend their learning throughout the year.
Central Bay will partner with the arts council to add visual art offerings that connect and enhance the equine therapy experiences for students. Through drumming and visual art experiences the focus will be on creating cultural connections and creating a sense of community and personal connection.
Independent Studies will partner with the arts council with a focus on fostering community by working with teaching artists to develop a school mascot and cultural connection through a mural project.
The Proposition 28 Arts and Music in Schools funding for the 2023-2024 and 2024-25 fiscal year will not been fully expended for High School and Middle School. These funds will be carried over to develop new programs at both sites, to be implemented in the 2025-2026 school year. Carry over funds will be utilized to purchase equipment, materials, and supplies to ensure a sustainable quality program.
Middle School - No funds are being utilized for the 24-25 school year
High School A portion of Proposition 28 funds are being utilized to purchase materials for the high school visual and performing arts department. These included, materials and supplies for current art classes, uniforms for color guard, and mariachi instruments for a newly formed mariachi club.
